What type of PR is this?

Uncomment only one /kind <> line, hit enter to put that in a new line, and remove leading whitespaces from that line:

/kind api-change
/kind bug
/kind cleanup
/kind design
/kind documentation
kind failing-test
/kind feature
/kind flake

What this PR does / why we need it:
A kubetest2 regression was introduced in kubernetes-sigs/kubetest2#183, it causes our integration tests to fail in both PD and Filestore CSI side. A temp fix is to choose an older Kubetest2 commit version 0e09086b60c122e1084edd2368d3d27fe36f384f over @latest.
Besides, we explicitly set the integration test timeout to 24h. According to kubernetes/kubernetes#109111, timeout has been reduced from 24 hours to 1 hours in k/k repo because Ginkgo v1 is deprecated.
Which issue(s) this PR fixes:

Fixes b/237583494

Special notes for your reviewer:
This is a temp solution to unblock filestore csi 1.2.8 release.

Does this PR introduce a user-facing change?:

Hi @tyuchn. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

@tyuchn: Cannot trigger testing until a trusted user reviews the PR and leaves an /ok-to-test message.

In response to this:

/ok-to-test
